Can rare or unique amulets be upped???

[:1]I see these really good amulets on websites like d2legit.com being sold, are these amulets upped??? If so how do you do it????|||Seeing as how there aren't normal, exception and elite versions of amulets and rings, I'm going to say no.
You could craft a godly ammy or find/gamble an amazing rare ammy.|||

Please do not mention Diablo II Item Selling websites on these forums. You cannot "up" Amulets.
