Magic Find & Cube Question

Below is an excerpt from Arreat Summit's website, where they have a very informative page on Magic Find:
"Helm (110%)
110% Artisan's/Jeweler's Tiara/Diadem of Luck (35% + socketed with Three Ist Runes for 75%). You can add sockets via a quest or Hordric Cube recipe.
or 90% Rare Circlet with 2 Sockets (40% + socketed with Two Ist Runes for 50%)
Boots (50%)
50% War Traveler (Unique Battle Boots)
or Magic Boots of Luck (35%)
or 34% Magic Find Rare Boots (can only be found by trading for Pre 1.08 Patch boots)"

Question 1, is regarding this line:
"or 34% Magic Find Rare Boots (can only be found by trading for Pre 1.08 Patch boots)"
Does anyone know what the POST 1.08 Patch (current) maximum Magic Find % is for Rare Boots?
I spawned a 20% MF pair of Rare Boots a few days ago; so I know that %MF Rare boots still spawn, at least.

Question 2, my Horadric Cube question, is in regards to this line:
"or 90% Rare Circlet with 2 Sockets (40% + socketed with Two Ist Runes for 50%) "
Can circlets be upgraded with the horadric cube?

If so, I could get a %MF Rare Circlet(max 2 sockets), upgrade it to Diadem/Tiara(max 3 sockets); and then have Larzuk put 3 sockets instead of 2(b/c he always puts max socket #) in it as they suggest, right, right, rriiiigghhhttt??? =D

Thanks a bunch in advance, just started again a couple weeks ago and am trying to put together a "poor man's" %MF set for my Necro. Haven't played in... 3-6 yrs? lol|||

Current max Magic Find on Rare Boots is 25%.
Current max Magic Find on magical (blue) boots is 35%.
All barely a match to unique Wartraveller boots who range from 30% up to 50%.

A Circlet stays a Circlet. It has no upgraded form.
A Coronet can be upgraded to Tiara, a Tiara can be upgraded to Diadem.
The maximum number of sockets on Rare items is 2 and that's only possible on item creation via monster drop, gambling or Charsi's imbue OR by a re-roll of it's stats with one of the cube recipes.
Larzuk only gives max # of sockets on white or gray items.
To magical (blue) items he adds either 1 or 2 sockets at a 50:50 chance.
To Rare, Set, Crafted and Unique items he can only add 1 socket.
